According to the secret additional protocol provisions to the Molotov-Ribbentrop Pact, Finland became a ―zone of interests‖ of the USSR. When the „campaign of liberation‖ in Poland closed, the Soviet Union decided to solve „the problem with Finland‖. On October 5, 1939, Moscow proposed to the government in Helsinki, the conclusion of the Security Treaty, in which one had to provide location in Finland for 5 thousand Soviet troops, to move the boundary in the Isthmus Kareliei, and to give on rent the Aland Islands and the Hanko Peninsula in order to create military bases. The official proof of the Soviet government was the need to strengthen the security of the Leningrad city. Instead, Moscow proposed a territory twice as large in northern Kareliei. The Finns rejected the Soviet proposal. Moving boundary in the Isthmus Kareliei would leave Finland without a defense against the neighbor in the east, and besides this, the disposal of Hanco Peninsula would create a dangerous situation for Helsinki, the capital of Finland. On October 31, 1939, in his speech delivered at the meeting of the Supreme Soviet of the USSR, V. Molotov warned Finland that „the problem will be resolved by the military.
