This paper is divided into three main components. The first one is focused on the concept, the evolution and the characteristic of the public policies. The second deals with the specific actors which define and implement the public policies. At least, we analysed the different approaches for the public policies. There is a classical approach, which treat the public policies as a good or a subject. Other approach is that of the structured connexions. This approach considers that there isn‘t a single decision factor which has to solve a given problem, but there are a lot of hierarchical actors, with different approaches about a specific problem and their connections. The paper tries to evident that the objective of the political analyses is to consider the public policies in their connection to those elements which influent the evolution in a given direction.
