Rezumat

Policy of neutrality has played different roles in different historical periods and each time has been adapted to a particular security environment. Each declared neutral country has its reasons historical, geographical and geopolitical, to assume such a policy. Neutrality is founded on the sovereignty of states, any sovereign state has the right to remain neutral in a war between other states, at least if he is not bound by conventional engagement contrary. Neutrality creates special rights and duties that usually there in peace and come to an end with the war or the time when the neutral decides to go to war. Status neutrality protects equally neutral and belligerents, prohibiting both some and others to meet mutual direct or indirect acts of belligerence. Such status applies state entities, but not territories. Permanent neutrality may be conventional (arising from the pro-visions of conventions or treaties) or voluntary, but in this case, the neutral can become belligerent in his own will, while for conventional neutrality can not do this without the other States party to the treaty or convention.
