Rezumat

The access to information and freedom of speech enhances the process of globalization and increases the social and political cohesion. In the context of democratic dynamics amplification, accompanied by the competition between media institutions and political institutions, the interest regarding the information flow is excessive from the mass media, the electorate and the ruling elites. The decision making process is complex, the competent structures for this purpose have a great responsibility in order to avoid the wrong decisions. The quality of political decisions depends on the level social democratization. The efficacy results of political decisions depends on immediate access to relevant information, recognition and rapid identification of the problem and direct access to analytical instruments, while effective decision making depends on the decision time reduction. A transparent decision making process requires a political freedom, which refers to the possibility of citizens to participate in taking decision that are of public interest.
