The article analizes the essence of the electoral system which is important for the contemporary policy. The elections involve the formation of state bodies through people’s expression, it represents the most important part of the contemporan policy. These require the formation of state organs and government through expression by certain determined political will rules of the citizens. It means that in case of a representative democracy, there must also be created certain conditions so that people could express their will based on problems and where the representatives take decisions. The main social purpose of the elections is to reflect people’s adequate grievance and will, to ensure the representativeness of social groups in state bodies, also to form an eficient governance. The elections, through the society political development mechanism, allow the achievement of the political system transformation in accordance with the legislation. The author highlights the positive and negative aspects of the electoral system in the Republic of Moldova. Due to this, suggestions regarding the modernization of the Moldovan electoral system are forwarded by introducing the joint election, also by improving the domain legislation.
