Rezumat

In this article the author presents an original research on the development of a system to create an informed voluntary consent of the population to implement the measures on prevention, localization or elimination of the epidemic process. The basic principles of the earlier existing system of health education have been described. The need of a new system aimed at the formation of population’s readiness to participate in the prevention programs has been scientifically proved. A definition of the population’s informed consent in the context of the epidemiologist’ management activities has been proposed. The place and role of the formation of the informed consent in the management of the epidemic process has been shown. The comparative characteristics of different approaches to inform the population are presented: advocacy, social mobilization, hygiene education and training of the population. In the terms of system approach and social marketing, the general characteristic of the system to create an informed voluntary consent of the population has been presented, its goals and objectives have been formulated, and the organizational and functional structure has been developed. The main target groups – the objects for informing – have been examined. A particular attention is paid to studying the use of modern information and communication channels (mass media, Internet and others) to create the informed consent. The necessity of the differentiated approach to the choice of methods of informing the population about the prevention of infectious diseases has been demonstrated.
