În articol se analizează aspecte ale conceptului de frontieră în corelaţie cu procesul de asigurare a securităţii atât la nivel naţional, cât regional. Deasemenea se evidenţiază necesitatea definirii termenului „securitatea de frontieră”. Semnificativă este perspectiva europeană de abordare a securităţii de frontieră, care este determinată de existenţa unor divergenţe între tendinţele către deschiderea graniţelor/frontierelor şi cele de control al UE. Deşi graniţele separă statele membre ale UE de state terţe, ele tind să devină permeabile, permiţând cooperarea, transferul de valori şi obiective europene. În acest cadru de analiză, se evidenţiază modelul „Managementul integrat al frontierei de stat” a UE – unul dintre principalele elemente ale strategiei de securitate a UE şi un important instrument în realizarea securităţii de frontieră a Republicii Moldova.

This article analyzes some aspects of the concept of border, which is considered in correlation with the process of maintaining of security, both at the national and regional levels. Also it is emphasized the need to define the term „border security”. In this context, the European perspective approach to define the concept of „border security”, which is based on discrepancy between the aspiration to open the borders and to establish the border control by the EU, is remarkable. Despite the fact that the borders divide the EU Member States by third States, the border still tend to become permeable, prejudice cooperation, exchange of values and objectives. The proposed analysis emphasizes the existence of model of „Integrated Border Management” of the EU - a key element of EU security strategy and an important tool for ensuring border security of the Republic of Moldova.

Статья анализирует некоторые аспекты концепции границы, которые рассматриваются в корреляции с процессом обеспечения безопасности, как на национальном, так и региональном уровнях. Вместе с этим, подчеркивается необходимость определения термина «безопасность границ». Примечательной является европейская перспектива подхода к определению концепции «безопасности границ», в основе которой лежит тенденция расхождения между стремлением открытия границ и установлением пограничного контроля со стороны ЕС. Несмотря на то, что границы разделяют государства-члены ЕС третьими государствами, они стремятся стать проницаемыми, предопределяя при этом сотрудничество, обмен ценностями и задачами. В рамках предложенного анализа, подчеркивается модель «Интегрированного управления государственными границами» ЕС - один из ключевых элементов стратегии безопасности ЕС и важный инструмент обеспечения пограничной безопасности Республики Молдова.
