Rezumat

The electoral campaign and money are two inseparable things. The success of an electoral campaign depends largely on the amount invested, or at least it plays an important role during elections. It is clear that the effective functioning of a democratic state, it needs strong parties that promote some transparent, competitive and cost effective policies. But to achieve this, parties need financial resources. After numerous scandals of political corruption and illegal financing of election campaigns, emerged the need for governments to discuss the issue of financing political parties and electoral campaigns and adopt rules, standards and procedures to regulate the current and campaign financial activities of political parties. In this study, following the analysis of campaign financing we can conclude the following: - campaign funding sources can be divided into two main categories - public and private. The financing conditions both public and private are set by legislation of the Republic of Moldova; - Illegal financing of political parties is associated with corruption , and in terms of funding recipient, illicit contributions that distort democratic competition between the parties; - key elements for the functioning of a healthy financial system are transparency, internal control within the party , ensuring compliance with legal regulations, hiring actors interested in monitoring political finance; - during each election campaign, the Central Election Commission establishes certain conditions that must be met in order to make the financing of political parties; despite the fact that CEC establishes certain restrictions, electoral candidates perform various electoral activities involving the use of administrative resources and providing “electoral gifts”.
