It is generally known that free elections of public administration are the cornerstone of democracy. By exercising their voting rights citizens have the opportunity to express an option for one or another political organization which, through its political program is closest to their value system. We can say that electoral campaigning is one of the most complex and conflicting ways of electoral actions of participants in the electoral process, considered the most sensitive nerve of the campaign. Thus, in our opinion, the electoral system is a set of social relations regulated by the law in connection with election of public authorities related to exercising the constitutional rights of citizens to vote and to be elected, the implementation of electoral procedures at all stages of the electoral process, including the period of electioneering and appreciation of election results.
