Social and legal factors that led to the emergence and spread of racial segregation in the southern states of the USA and in their schools, as well as factors that prevent racial integration as an integral tool in achievement racial equality, introduction civil rights and realization child the right to education have been found out. Found that the first precondition was racial segregation prejudice the vast majority of southerners, which
could not be immediately and completely eradicated from the minds of people as a result of the adoption of the fundamental decisions of the Supreme Court of the United States, and the second premise – the lack of proper mechanism to protect the rights of the child. |
