The basic aspects of the implementation of human rights in theory and practice of public administration are highlighted. Human rights are considered as theoretical and methodological framework of public administration which gives it completeness and omnitude. Polemical potential of the concept of human rights in the context of the objectives of public administration concerning its implementation is defined.

Se reflectă aspectele de bază privind punerea în aplicare a drepturilor omului în teoria şi practica administraţiei publice. Drepturile omului sunt considerate ca baza teoretico-metodologică a administraţiei publice, care este capabilă să le dezvolte şi să le universalizeze. A fost determinat potenţialul polemic a conceptului de drepturi ale omului în contextul sarcinilor administraţiei publice privind punerea acestora în aplicare.

В статье отражены основные аспекты внедрения прав человека в теорию и практику государственного управления. Права человека рассматриваются как теоретико-методологическая основа государственного управления, которая способна усовершенствовать его и придать универсальность. Определен полемичный потенциал концепции прав человека в контексте задач государственного управления относительно ее реализации.
