Civil society as a phenomenon appears a result of spontaneous and creative movements of citizens, that create different forms of association (independent from permanent associations and created by law, such as villages, towns etc.), realized at local, national, regional or global level, with the existence of limited or not in time, with political, economic, professional, civic, cultural, religious, goals, etc. Democratic society requires the existence of active and responsible citizens, a multiparty political system, a competitive market economy and a strong nonprofit sector. The third sector (the first two belong to the government and business) are most effective in strengthening the moral codes and individual responsibility behavior. This article aims to analyze the history and stages of consolidation of NGOs in the development of the local community. NGOs have emerged as distinct institutions as a mandatory process in democratic states, which manifests itself through a state of positive change intensive community development, and the role they have on state policy in relation to society. |
