Each state or system of states, when fighting with a certain phenomenon or process, especially related to security, need a direct identification of it and mutual agreement on mechanisms and instruments to be used. The European Union (EU) during the institutional-functional consolidation needed objectively a political-legal framework document, which could identify the sources of communal insecurity and establish the institutions of EU authorized in this sphere. In this way in 2003 it was adopted the European Security Strategy (ESS) which makes possible the transforming of EU in a political structure with economic-financial prerogatives. As for the external plan this will lead to the transforming of EU into a world rage actor, able to compete with big powers from the extra communal space.
