At present, in the relations with the European Union, the biggest problem for Romania is the building a capacity to absorb the structural funds. With the accession to the European Union, Romania has become the beneficiary of financial transfers substantial grant provided by the European Community to support the development. These amounts are channeled mainly through the cohesion policy. The Economic and Social Cohesion Policy of the European Union aims on the one hand, the reducing disparities across regions, and on the other hand, the economic halting of the disadvantaged regions, including the rural areas.
