Rezumat

Manifestation of irreversible trends towards globalization and new developments in social and organizational increasingly oriented towards competitiveness and performance, put an increasing emphasis on quality, resulting from various processes at the various areas of economic and social development. Basically, quality, effectiveness and efficiency are important pillars of organizational and institutional reforms, to be considered when building national systems of management and quality assurance in the following decades, in Europe and worldwide. New dimensions of quality assurance in organizations and institutions, must have European and international facets, given the need for mutual trust between authorities and organizations in all states, and between policy makers, trust that must underpin cooperation effective and efficient in every area. Thus, ensuring full confidence and find new ways of increasing responsibility and mutual understanding between different systems of the Member, will be one of the main challenges in the future. A lag in the design of management systems, to maintain and improve quality, subsumed values and methodologies related not only extremely difficult to trust and mutual understanding between countries, between institutions and organizations. To ensure uniform and consistent approach to quality in any organization, it is important to the formulation of fundamental principles, basic, to be taken into account in policy and quality objectives in the field. In this regard, particular importance should be given to establishing such fundamental principles for implementing a quality management system. Formation of a new quality culture, based on the recognition and respect for fundamental principles is a prerequisite for continuous improvement by introducing new methods and technology management and quality monitoring in any organization. A true culture of quality, excellence oriented, managers must begin to learn the highest level, which, by their personal example in a system of values considered necessary to constitute true leadership, inclined to lifelong learning, to acquire new knowledge, to put into practice, thus helping and motivating colleagues and subordinates to be involved as much as to make things better. A true culture of quality at any organization should be based on a clear vision, medium and long term, the management at the highest level, and must be characterized by trust, creativity and investment in training.
