The privileges and immunities of European Union ad hoc missions have certain differences from the privileges and immunities of European Union delegations in third countries. The main cause of these differences consists in the specific character of functions that are performed by these missions and their personnel, and also in the specific status of these personnel. If in the delegations of the Union there are international officials of the Union, then, for example, in
such a sub-variety of ad hoc missions as peace-making missions we have to deal with national police or military forces that are temporary transferred under the command of the Union,
but simultaneously remain under the command of national authorities. The specific of these forces consists also in the fact that they are formed from soldiers and policemen from member states and third states as well. This situation is unusual for the Union delegations, but common enough for the peace-making activity. This gives us the possibility to discuss about specific character of privileges and immunities of European Union ad hoc missions. |
