Rezumat

Theories about the organization and management in public administration could be classified into evolutionary plan into two categories: classical theories and contemporary theories. Adherents of classical theories on the public admi-nistration, for the first time, succeeded in combining knowledge, technology and man in a in a complicated dynamic system. Of classical theories are: bureauc-racy theory, developed by M.Weber, the theory of scientific management, sub-mitted by F.Taylor, effective management theory, developed by H.Fayol, Con-cept of the seven functions of an effective executive, made by L.Gulick, L.Ur-wick. Contemporary theories have emerged in the middle of the twentieth cen-tury. They are based on human factor analysis and its influence on the charac-ter and nature of political and administrative activity. We can mention three co-ntemporary theories of organization and government: Theory HR – representa-tives Arghziis C., M. Gregor, R. Lickert, organizational development theory, re-presentatives W.Bennis, R.Black, I.S.Mouton, P.Lawrence, J.W.Lorsch and con-tingency theory.
