Rezumat

The concept of culture has emerged relatively recently and experienced a strong theoretical and practical development. The interest led to this new aspect of the political and managerial practice has resulted in the numerous theoretical attempts to delineate and define each other. The organizational culture of local government depends heavily on the goals and objectives of public institutions. If the political factors influencing the public sphere especially when the organizational culture can not root the values as long as this factor will prevail on the various social, administrative and economic areas. A strong culture needs the values generally accepted by the employees, with non-political and guidance from the center, the new set of values should provide the institution’s missions, that satisfy the general interest of the society, and not personal or party objectives.
