Rezumat

Ensuring equal opportunities is a matter which is more frequently included in the political and public agenda of the recent years. The society and the institutional rules are still of patriarchal culture, in which the political, economic, social supremacy are linked with male power. A country review in terms of ensuring equality between men and women shows that the approach should be a correlation between laws / regulations vs. standards and practices. We have a national normative legal framework well balanced with the international and European one, which ensures gender equal rights and opportunities to participate in political and public life. There are intentional standards, partly achieved, because of structural barriers of cultural, economic and social nature, aiming at promoting women in decisionmaking positions. There are good practices as well, but inconsistent. There is an increasing need to deepen the reforms that would provide equal opportunities on the following issues: combating the violence against women, children and older persons; introduction of the budgetary procedures sensitive to the gender issues, based on concrete indicators, reducing the discrimination of women employment (particularly of those of reproductive age, women with small children).
