Any institution or country can face a crisis, able to endanger the normal operation. Some crises are predictable and preventable, but others can not be anticipated correctly. Any effective response to the crisis requires a comprehensive approach to political actors, military and humanitarian ones, giving due weight to the responsibilities, mandates and spheres of competence of each party.
