Rezumat

The period documents in which the topic under discussion in this article is addressed testify that the implementation of the Agrarian Regulation of July 14, 1868, in particular, the distribution of land plots in different localities of Bessarabia, was a difficult thing, it required time and effort, both on the part of the peasants and on the part of the county, regional and imperial administration. The problem arose not only because of the erroneous interpretation of the Agrarian Regulation of 1868, but also because some landowners did not comply with the regional and imperial provisions, keeping the best part of the estate in their ownership, benefiting from this regulatory right , choosing the most fertile and fertile lots, the most favorable geographical location of the estate, and in some cases, under various pretexts, they did not include part of the land in the composition of the estate, to be distributed to the peasants. An eloquent example, in this sense, is the attempt of the peasants from the village of Tabani, Hotin county, to receive the full lot of land in the size of 8 tens, presenting complaints and requests in various county, regional and imperial courts over the years, in which requested the solution of the problems related to the distribution of land lots, which conventionally can be divided, with small interruptions, in four large stages, starting on March 15, 1871 and ending on April 25, 1913. Therefore, in a period of about 45 years, from the date of the announcement of the agrarian reform on July 14, 1868, the peasants from the village of Tabani, Hotin county, for 17 years were in permanent correspondence with the county and regional institutions and imperial in an attempt to solve the problems related to the manner and specifics of their endowment with land and 28 years – in a situation of relative rest. Despite the courage and tenacity, insistence and perseverance, the attempt of the peasants was not crowned with success. As a result, starting in the summer of 1902, a new stage in the history of the villagers will begin, when in May – 60/59 families will apply to move to the Amur region, Russia, a topic that will be examined in another study. The right to move to the Amur region receiving only 14 families.
