One of the conditions for improving the quality of services provided by local public administration of the Republic of Moldova is a strategic approach to its work. For increasing the local public administration efficiency, was created an adequate institutional and regulatory framework. Although appropriate laws and regulations have taken account of European practices in the field, their correct application is a prerequisite for their functionality. For this purpose it is necessary to provide training opportunities to local civil servants in a sound system of training, retraining and professional development. In this context, the principles of Total Quality Management in Public Services Administration can lead to greater efficiency and better results. To implement a TQM system in public administrations need to take into
account some principles and issues that affect quality of service in these structures. There are several reasons that make possible and sometimes necessary the implementation of management changes in the local public structures. We can say that they have certain characteristics that make them very
permeable to implement new ways of management. It could be said that quality of services provided by officials should be seen as a consequence of the quality of all activities of Public Administration, quality staff, quality of organization and management system, quality of relations between citizens and officials. |
