The value of an administrative system is not so much in material and financial means available, as in its human potential. Given that, in largely achieving political decisions, economic and social progress generally depend on the functionality of the administrative system, is explicable reasons to be given special attention to public officials, especially that research shows that many public officials express their dissatisfaction that representatives of the administrative system of the Republic of Moldova take into account less reasoning problem.
