According to the Contraventional Code, at present, theory and practice in the respecive field faces with multiple controversial problems and juridical solutions that reflect on the scientific nature of the normative act and distort scientific-didactical activity and that of the authority competent to find the contravention and to examine the contraventional cause. In such a situation, being aware that legal issues regarding the Contraventional Code are quite sharp and obviously important for the society, we address the request to decisional factors which are involved in one form or another, in the study Contraventional Law to support the effort in oreder to reform the contraventional law. We are convinced that the views and the analysis of the experts, even divergent, are not only welcomed, but also necessary. They were, moreover, the major ideas that have marked out this analytical approach. A first step of the contraventional law reform is the publication of the preliminary draft of the Contraventional law, which, in our opinion, constitute an initial basis for discussion and debates in the legislative process dealing with the future contraventional law. In this context, we propose, for lecturing and legal analysis of the preliminary project of the Contraventional Code (procedure part).
