This article examines the issue of EU enlargement and migration from the
Republic of Moldova, Ukraine and the Republic of Belarus. The latest enlargements
in 2004 and 2007 have determined the acknowledgement of the fact that
the European Union needs specific approaches towards neighborhood countries
– Moldova, Ukraine and Belarus. In the heart of the EU the enlargement
process is perceived as an alternative for combating the threat of appearance of
the instability centers, conflict situations and spread of the illegal migration.
The latest EU enlargements have influenced the migration processes from Moldova,
Ukraine and Belarus on the EU territory. This situation is caused by a
number of factors and, in particular, by the fast economic growth and the possibility
of employment in the EU. As the consequence, the EU member – states are
more attractive in comparison with their eastern neighbors. Besides, the latest
enlargements took place in a specific demographic context that is caused by the
European demographic decline. Therefore, the issue of migration of high and
low skilled workers has become one of the key priorities on the EU political
agenda. The scale of possible migration as the consequence of the EU enlargement
towards the East provokes the most acute political discussion in the EU
member – states. However, it is important to highlight that such kind of fears
has also been appearing during the past enlargements, but proved to be groundless.
Moldova, Ukraine and Belarus are the states both of origin and transit
for various migration fluxes. However, from labor migration point of view, these
states are considered the states of origin mostly of the labor migration fluxes.
European integration of Ukraine and Moldova influenced the creation of the legal
and institutional frameworks that aim at coordinating the migration processes
as well as the combating of the illegal migration and trafficking in human
beings. The author evaluates the future prospects of migration from Moldova,
Ukraine and Belarus in the EU, analyzing the advantages and disadvantages of
these processes as for these states, as for the EU member – states. Also, the authorsformulate
a set of recommendations with the applicative character, which
could be used by the exponents of the academic and scientific spheres, representatives
of the state bodies, international and non-governmental organizations. |
