In the course of the historical and archival research carried out in 2019 in the National Archives of the Republic of Moldova (NARM), materials of business correspondence, project documentation (estimates), executive reports and other written sources that are directly related to this topic and formed the basis for writing this historical sketch have been revealed. This explains the abundance of cited documents in the essay. The initiator, organizer and curator of the construction of the Chisinau city fountain was the Novorossiysk and Bessarabian governor-general, Count Mikhail Semenovich Vorontsov. The historical material available to us unambiguously testifies that the main role in the construction of Chisinau city fountain undoubtedly belongs to the fountain master from Constantinople, the Turkish citizen Ioann Suiolji (? - after 1840). He found the most water-bearing springs, developed a hydraulic engineering scheme for the structure, supervised and took a direct part in construction work. Not documentation in vain Count Vorontsov believed that “Chisinau owes the construction of the fountain to him”, i.e. to the fountain master Ioann Suiolji.
