Rezumat

The article presents the political analysis of the external conditions for the appearance of the Moldovan state on the background of the international state system. The author compares the international situation at the end of World War I, when the Democratic Moldavian Republic was declared, and the external conditions of the proclamation of the Republic of Moldova in 1991. He attempts to explain the relation between the accomplishment of interests of great powers, in the case of the falling apart of the Russian Empire in 1917 and of the Soviet Union in 1991 both events served as a premise for the appearance of the Moldovan State and as a chance for its constitution and development. In the author’s opinion, the current international system is favorable for the independent development of the Republic of Moldova, as it is in unison with the world policy for the constitution of a new world order based on the redistribution of the influence of the great powers, as a result of the dissolution of the USSR, compared to the situation of 1917, when the independent Moldovan State did not fit into the strategy for the constitution of the international system after World War I.
