A major objective of our country’s European integration is to ensure the rule of law in all the state activity fields, including in the public administration. In order to efficiently manage the financial resources, meet European standards, and enforce international conventions ratified by the Republic of Moldova, effective state control must be ensured. In the presence of a democratic administration system, all the transformation processes within the system and outside of it result in the public administration’s obtaining of new features, qualities, and values. Thus, the institution of control obtains newer, more positive qualities, both in concept and pragmatically. This transitional period could also have the obtaining of “maximum results with minimum effort” as its motto, as well as the successful implementation of these results.
