The formation of local administration is an important component of the democratic development of modern local administration, being of the basis of the constitutional construction of the legal state which helps to democratize the staff into solving local matters taking into consideration interests of different classes and to consider their interests combined with the optimum interests of the government, respecting citizens’ rights. This includes the readiness to follow the principles and norms predominant in most European countries in which democratic traditions are already in place. This determines the necessity of studying the theory and practice of local administration as being a necessary element in Moldova, a country in which the Democratic political system is still being formed. The basic aim of the democratic social infrastructure is the creation of more favorable conditions for the realization rights and freedoms of citizens. It is impossible to accomplish such a task without an administration being formed of a people of a dense population living in a certain area.
