Rezumat

Along with the political changes and the alternation in power that occurred in the Republic of Moldova in the years 2020-2021, there were special opportunities to implement the provisions of the Association Agreement between the Republic of Moldova and the European Union. The political forces that won an overwhelming victory in the early parliamentary elections of July 11, 2021, once they declare themselves proEuropean, can trigger a process of general modernization of the society in the Republic of Moldova. One of the most vulnerable social areas, left as a legacy after the PSRM government, is the security sector, severely affecting human security and human safety in Moldova. The role of the state in ensuring security, in general, and human security, in particular, is not determined exactly in the contemporary security studies, being treated differently from the perspective of various security conceptions and paradigms. But, in the effort to ensure the safety of the person as a central segment of the realization of the whole spectrum of conditions, principles and priorities of human security, remain certainly necessary the presence and the indispensable impact of the institutions and state structures, specialized in ensuring security in the processes of reinforcing the abilities of the human person for active participation in the ensuring of its own security. At the global level, in the last century, the culture of respecting and protecting human rights inevitably becomes a basic element of the modern democratic system. In this context, respecting the rights and freedoms of citizens becomes a stringent and inevitable condition for sustainable human development and for ensuring the safety of the person. Considering that in the Republic of Moldova the strategy, as well as the conception of national security, adopted by law, revised every four years, is in force, it is necessary to adapt and rigidly link these policy documents to the human security principles that are required to be not only refl ected in the national security strategy, but also to be publicly propagated and appropriately through education of the broad categories of the population, in order to contribute decisively to raising the level of the person’s safety, to the practical implementation in the Republic of Moldova of the human security principles, for a better, more prosperous and qualitative life of future generations.
