Each state has its own specific ways of using the available forces within the national defense and security system, depending on the nature of the adopted strategies. In order to materialize the proposed general strategic goal, it must go through a series of activities and actions, which end with the achievement of a force deployment. For this purpose, it is necessary to move the whole country from a state of peace to a state of siege, war or mobilization, through a set of measures and actions carried out gradually, according to a pre-established algorithm or imposed by the concrete situation. The collaboration of the forces participating in the national defensive effort becomes a basic principle of the functioning of the national defense system. In this regard, we can consider that the term ”national security and defense system” means the multiple links between all the forces, their establishment in a coherent assembly that would act with maximum efficiency in accordance with the principles of the defense strategy.
