Rezumat

Внешняя политика – это проявление государственного регулирования деятельности на международной арене в отношениях с другими субъектами внешней политики: государствами, политическими партиями и другими общественными организациями за рубежом, международными организациями, как региональными, так и глобальными. Внешняя политика основывается на экономических, демографических, военно-технических, научных, культурных и других потенциальных возможностях государства. Сочетание этих показателей определяет перспективы внешней политики государства в том или ином направлении, иерархию приоритетов в установлении и реализации внешнеполитических целей. Геополитическое положение государства была доминирующим в историческом отборе своих партнеров, а также развитии своих взаимоотношений с противниками. Традиционной формой реализации внешней политики является установление дипломатических отношений или их сокращение, а также объявление состояния войны в случае обострения отношений между государствами. К их числу следует относить и открытие своих представительств при международных организациях, определение статуса членства в этих организациях; сотрудничество с политическими партиями и общественными организациями дружественных стран за рубежом, развитие и поддержка на различных уровнях отношений с другими государствами, в том числе и эпизодические контакты с представителями государств-участников и движений, с которыми не установлены дипломатические отношения, но которые по тем или иным причинам заинтересованы в налаживании диалога с ними. Следует отметить, что в государственных структурах большинства государств сегодня работают специализированные органы, занимающиеся вопросами внешней политики и осуществляющие контроль за этой деятельностью: министерства иностранных дел (или внешних связей) и парламентские комитеты по вопросам внешней политики, посольства и представительства, в составе которых часто работают военные специалисты, а также резиденты разведки и контрразведки, специалисты по вопросам экономических отношений (коммерческий атташе), а также культурные, научные атташе. Внешняя политика выражает интересы государства и предусматривает стратегию ее реализации. В этом контексте мы можем сделать вывод, что на основе внешнеполитических интересов государственные учреждения определяют ранг и структуры, ответственные за продвижение этой политики. По мнению многих исследователей, основным методом анализа внешней политики в настоящее время является ее рассмотрение с точки зрения процесса принятия решений. Анализ процесса принятия решений осуществляется на основе следующих принципов: внешняя политика состоит из решений, принятых лицами-политиками, которые могут быть идентифицированы. На этом основании принятие решений является поведением, которое необходимо объяснить.

The foreign policy is a manifestation of state regulation of activity at international arena in relations with other subjects of foreign policy: states, political parties and other public organizations abroad, the international organizations, both regional and global. The foreign policy is based on economic, demographic, military-technical, scientific, cultural and other potential possibilities of the state. A combination of these indicators determines the prospects of foreign policy hierarchy of priorities in this or that direction, the hierarchy of priorities in setting and implementing purposes of foreign policy. The geopolitical position of the state was dominant in the historic choosing of its partners as well as development and its relationship with the opponents. The traditional form of realization of foreign policy is an establishment of diplomatic relations or their reduction and even the announcement a war by the state in case of deterioration of relations between the states. Opening of the representations in international organizations, definition of the status of membership in these organizations; cooperation with political parties and public organizations of the friendly countries abroad, development and support of the relation with other states at various levels, including incidental contacts with the representatives of States Parties and movements with which diplomatic relations were not established but which for one reason or another are interested in adjustment of dialogue with them represent another form of realization of foreign policy. It should be noted that specialized bodies dealing with the problems of foreign policy exercise control over this activity work in the majority of state structures, like: Ministries of Foreign Affairs (or external relations) and parliamentary committees concerning foreign policy, embassies and representations in which structure often work military experts, and also residents of intelligence and counterintelligence experts in the field of economic relations (commercial attaché), as well as cultural, scientific attaches. The foreign policy reflects the interests of the state and provides a strategy of its realization. In this context we can draw a conclusion that official bodies define the rank and structures responsible for promoting policy on the basis of foreign policy interests. According to many researchers, the basic method of the analysis of foreign policy nowadays is its examining from the point of view of decision-making process. The decision-making process analysis is carried out on the basis of following principles: foreign policy consists of the decisions taken by officials which can be identified. Therefore the decision-making process is a behavior that should be explained.
