Для вступления в Евросоюз страна-кандидат должна выполнить экономические и политические условия, известные как Копенгагенские критерии, принятые в июне 1993 года на заседании Европейского совета, а также принять Acquis Communautaire. Данные критерии предусматривают стабильность институтов, гарантирующих демократию, верховенство права и защиту меньшинств, способность национальной экономики выдержать вызовы свободной конкуренции и рыночными силами в рамках Союза. Гармонизация национального законодательства с acquis communautaire Европейского союза является одним из основных требований для вступления страны в ЕС. После того как Респуб- лика Молдова провозгласила вступление в ЕС национальной стратегией государства, реализация поставленной цели стало обязательным для исполнения требованием. Автор данной статьи исследует процесс гармонизации национального законодательства в области аудиовизуальной политики Республики Молдова, анализируя при этом положения Аудиовизуального Кодекса сквозь призму фундаментальных принципов, предусмотренных директивой о «Телевидении без границ». В целях определения результатов, достигнутых молдавскими властями, автор проводит сравнительный анализ процесса гармонизации национального законодательства в области аудиовизуальной политики Республики Молдова с другими европейскими государствами.

In order to join European Union, a state needs to fulfill economic and political conditions generally known as the Copenhagen criteria established by the European Council in June 1993, as well as to adopt, implement and enforce the Acquis Communautaire. These criteria include stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and, protection of minorities, the existence of a functioning market economy as well as the capacity to cope with competitive pressure and market forces within the Union. Harmonization of the national legislation with the Acquis Communautaire is one of the basic requirements to adhere to the EU. After the Republic Moldova has proclaimed the adherence to EU a national strategy, object in view realization became the obligatory requirement for execution. The author of this article explores the process of harmonization of national legislation in the field of audiovisual policy of the Republic of Moldova, analyzing the situation of Audio-Visual Code through the prism of the fundamental principles provided by the Television without Frontiers Directive (TVWF). In order to determine the results achieved by the Moldovan authorities, the author provides a comparative analysis of the process of harmonization of national legislation in the field of audiovisual policy of the Republic of Moldova and other European states.
