Rezumat

Наиболее важными действующими лицами на международной арене являются государства. Государственные границы определяют пределы государственной территории, т.е. территории, на которую распространяется суверенитет того или иного государства. Принятие законов и их исполнение, сбор налогов, внешнеэкономическая деятельность и другое на территории конкретного государства осуществляются самим государством. Суверенитет государства признается другими государствами путём установления дипломатических отношений и, как правило, членством в Организации Объединенных Наций. В политической жизни, и нередко в работах по МО, термины государство, нация, страна, народ используются как синонимы. Например, заявления о том, что «Молдова намерена интегрироваться в Европейский cоюз» или «Россия выступает против расширения НАТО» или «Казахстан поддержал Россию в вопросе определения статуса Каспийского моря» не означает, что все в Молдове, России или в Казахстане придерживаются этой позиции. Многие даже не знают об этом (социологи отмечают, что в среднем даже в периоды избирательных кампаний вопросы внешней политики интересуют максимум 15 % избирателей). На деле, государства подписывают соглашения, делают заявления по принципиальным вопросам международной жизни, как правило, в результате долгого и трудного процесса согласования интересов различных групп – политиков, дипломатов, предпринимателей, военных, представителей спецслужб и т.д. В конечном счете, окончательное решение принимается очень узким кругом лиц или даже одним лицом – главой государства.

States are the most important actors at the international arena. Frontiers define limits of the state territory, i.e. territory on which the sovereignty of this or that state extends. Adoption of laws and their enforcement, tax collection, foreign trade activities, and others within the given state are carried out by the State. State sovereignty is recognized by other states through the establishment of diplomatic relations and, as a rule, through the membership in the United Nations. In political life, and often in works on international relations, the terms „state”, „nation”, „country”, „people” are used as synonyms. For example, the following statement „Moldova intends to integrate into the European Union” or „Russia opposes NATO expansion”, or „Kazakhstan has supported Russia in the issue of determining the status of the Caspian Sea” does not denotes that all in Moldova, Russia and Kazakhstan hold this position. Many do not even know about it (sociologists point out that, on the average even in times of election campaigns, foreign policy questions interest a maximum of 15 % voters). In practice, the states sign agreements, make statements on matters of the international life, usually as a result of a long and difficult process of coordination of interests of various groups – politicians, diplomats, businessmen, military, intelligence, etc. Ultimately, the final decision is accepted by a very narrow circle of persons or even one person – the head of the state.
