Отношения между Республикой Молдова и Европейским союзом в период с 1991 по 2009 гг. могут быть охарактеризованы прогрессивным развитием в различных областях и тесным приближением к европейским стандартам и ценностям, которые можно определить так: сотрудничество - соседство - присоединение. Одновременно с провозглашением своей независимости, Молдова должна была определить свои внутренние и внешние приоритеты, учитывая внутреннюю политическую ситуацию, сложность реформ и развитие демократического общества, основанного на принципах уважения прав человека и основных свобод, верховенства закона, рыночной экономики и свободной торговли, сокращения бедности и т.д. Европейский союз, в свою очередь, в течение этих лет подвергся реформистским тенденциям, что в значительной степени было связано с распадом СССР и теми геополитическими изменениями, которые произошли в результате данного процесса, кульминацией которого стало присоединение 10 2 государств, ранее попадавших под сферу экс-советского влияния. Соглашение о Партнерстве и Сотрудничестве является правовой основой отношений между Ре- спубликой Молдова и Европейским союзом. Таким образом, установленные партнерские отношения, обеспечивают сотрудничество в различных областях, в том числе политической, экономической, коммерческой, правовой, культурной и научной. Следует отметить, что СПС является первым правовым документом, подписанным между Республикой Молдова и Европейским союзом, которая с момента провозглашения своей независимости и до настоящего времени продолжает регулировать отношения двустороннего сотрудничества. По мере приближения Европейского союза к границам Республики Молдова, наше государство достигло политической зрелости в том, что касается его дальнейшего развития в рамках международного сообщества, твердо выступая за достижение цели европейской интеграции. В заявлениях ЕС и Республики Молдова, последовавшими за подписанием Плана действий, который является определяющим элементом европейской политики соседства, было подчеркнуто важное значение, придаваемое молдавскими властями этому двустороннему политическому документу - в качестве механизма стимулирующего полное осуществление СПС, а также факт придания этому документу особого значения исходя из перспектив предлагаемых им. Кроме того, Комиссар по вопросам Внешних отношений и Европейской политики соседства, Бенита Ферреро-Вальднер, заявил следующее: «путь открыт, предлагая привлекательные преимущества для Республики Молдова, которая должна будет продемонстрировать свою приверженность общим ценностям ...».

The relations between the Republic of Moldova and the European Union between 1991 and 2009 can be described as ascendant and close development in numerous areas and rapprochement to the European standards and values, which graphically can be seen as follows: Cooperation – Neighbourhood, at the current moment the premises paving the way for the next stage, which is the Association. Once the Republic of Moldova declared its independence, there was a necessity to define its internal and external priorities, taking into account the internal political development, the complexity of reform processes and development of a democratic society based on principles of respect of human rights, state of law, market economy and free trade, poverty reduction, etc. The European Union, on its turn, passed during this time through a reformatory evolution, due to the fall of the USSR and geopolitical changes that followed, culminating with the adherence of 10 2 socialist states from the area which was under the infl uence of the Soviet Union. The Agreement of Partnership and Cooperation represents the legal basis for the relations between the Republic of Moldova and the European Union. The established partnership ensures the basis of cooperation in multiple areas, such as political, economic, commercial, legal, cultural and scientific. It is to mention that the APC s the fi rst legal document signed between the Republic of Moldova and the European Union from the independence proclamation and continues until the present moment to guide the relations of bilateral cooperation. At the time when the European Union has approached its borders, the Republic of Moldova has obtained political maturity regarding its further development in the framework of international community, opting firmly for the achievement of European integration objective. The declarations of the European Union and the Republic of Moldova which followed the signature of the Action Plan - the basic element of the European Neighbourhood Policy, underlined on one side, the importance attached by the Moldovan authorities to this political bilateral document, being considered as a mechanism which will bring more dynamics to the full implementation of the APC and representing a superior value by the open perspectives offered by its substance. On the other hand, it was the Commissioner for External Relations and ENP, dr. Benita Ferrero-Waldner who mentioned that “The door is open, offering tantalising benefi ts to Moldova, which has to demonstrate its engagements regarding the common values…”.
