Rezumat

Статья представляет всеобъемлющий обзор отношений между ЕС и НАТО. Изучается тенденция создания новой европейской автономной системы безопасности путем институционализации коммунитарных политик безопасности и обороны. В то же время рассматриваются механизмы сотрудничества по евро-атлантической безопасности, которые были приняты на основе подписания соглашения «Берлин-плюс». После вступления в силу соглашения «Берлин-плюс», устанавливается основа отношений между НАТО - ЕС в области кризисного регулирования, предусматривается доступ ЕС к деятельности НАТО и коллективный потенциал возглавляемых НАТО операций. Это может быть необходимым требованием проведении военных операций под руководством ЕС, поскольку позволит обеспечить наличие хорошего оборудования вооруженных сил, а также подготовку к операциям под руководством НАТО или ЕС.

The article presents a comprehensive review of relations between the EU and NATO. The trend of creating a new autonomous European security system through the institutionalization of Community security and defense policy is studied. At the same time paper analyzes the mechanisms of cooperation in the field of Euro-Atlantic security, that have been taken by signing the Berlin Plus agreement. It is worth noting that when the “Berlin Plus” agreement enters into force, the framework of relations between NATO - EU in crisis management, EU access to NATO and collective capacity of the NATO-led operations are established. It may be necessary for military operations led by the EU, since it would ensure the availability of good equipment of the armed forces, as well as the preparation of operations under NATO or EU control.
