Автор данной работы ставит цель подробно рассмотреть инструменты по осуществлению аудиовизуальной политики Европейского Союза. Базой исследования послужила европейская аудиовизуальная продукция, ее трансляция и ретрансляция, поддержка со стороны Евросоюза рынка по производству программ и обучению персонала. Исходя из анализа законодательной базы и программ по воплощению политики ЕС, автор приходит к выводу, что эффективность формирования общей политики по созданию единого европейского рынка свободного движения европейской аудиовизуальной продукции, во многом зависит от важности инструментов, при помощи которых данная политика осуществляется.

The author of the given paper analyzes the regulatory instruments of the EU’saudiovisual policy through the prism of content of the European audiovisual productions, their receiving and rebroadcasting, plus to that personal training and program production market supporting by the EU. Based on the analysis of the legislative framework and programs of implementation of the EU policy in this area the author concludes that the effectiveness of promoting a common policy for creating a single European market with free movement of the EU audiovisual works largely depends on the importance of instruments of the given policy.
