Rezumat

The European Union-Moldova Action Plan has accomplished on February 22, 2008 three years since it was signed. Thus, in the article is analyzed the implementation of this document and are presented the main achievements and problems. Following the endorsement of the Action Plan, it worth to mention the most important results. So, EU opened in the Republic of Moldova the EU`s Commission Delegation and appointed an EU Special Representative for Moldova in the person of Ambassador Jacobovitz de Szeged, regarding Transnistrian conflict in 2005. The EU also launched a successful EU Border Assistance Mission (EUBAM). In 2007 the approval of the visa facilitation and readmission agreements was the key progress in relations between the Parties. The awarding of the Autonomous Trade Preferences, is considered a great advantage for Moldova. Thanks to it, the Republic of Moldova can export national products, enjoying the benefits of assimetric, commercial system in a unilateral form. At the same time, moderate accomplishments are observed in the field of the ratification of international human rights tools, independence of justice, corruption, negotiation of agreements on cooperation with civil society etc. Thus, the implementation of the Action Plan is considered insufficient and because of, it can be continued for one more year. However, the progress is visible and European Commission is open to sign a new agreement, which will help Moldova be more prepared for an Association Treaty.
