During the course of history, the technology and technological innovations along with science constituted the motor for human civilization development. The great development of the telecommunication systems and the technical-scientific progress lead to new types of crimes through illegal involvement in the activity of computers, computer systems and computer networks. The admission and the development of this social dangerous phenomenon received the term of „cybercrime”. The topic of cybercrime has been addressed on many occasions, but unfortunately, up until present no clear definition has been formulated, which would allow to point out the object and subject of the crime through the classification of the component parts, determining the objective and subjective aspects of the crimes, its components and the crime consequences, etc. Cybercrime has become a true punishment for the economy of the developed countries. The crimes of this type, as the world practice shows, bring a great material and moral prejudice. As the cyber crime is a problem that transcends the borders of a country, the issue of punishment for the social dangerous actions in cyber space is one of the most important to be accomplished by the international collaboration. The international collaboration in addressing the cyber crime requires the existence of law, organizational and scientific assurance. This is the complex of issues regarding the domain of addressing cyber crime, which needs an immediate settlement by the international community in the 20th century. |
