În lucrarea de fata sunt examinate modifi cările din ultimii zece ani în politica mondială si infl uenţa lor asupra regimului politic si de drept al relaţiilor internaţionale contemporane. În primul rînd, este vorba despre problemele păcii şi ale războiului, despre suveranitate şi imixtiunea în afacerile interne ale statelor , despre problemele secutirăţii internaţionale, in general. Se crează o nouă viziune referitoare la consecinţele creşterii infl uenţei procesului de globalizare asupra politicii mondiale ca urmare ale priorităţilor crescînde din domeniile economiei şi tehnologiilor, care au dus, la rîndul său, spre o reapreciere a locului codului de legi, chemate să reglementeze viaţa internaţională în condiţiile contemporanietăţii. Sunt examinate bazele normative şi de drept acumulate de comunitatea internaţională în acest domeniu. Se remarcă, că piatra de colţ al dreptului public internaţional este constituită dintr-o sistemă de norme, menită să excludă aplicarea metodelor de forţă în reglementarea raporturilor interstatale. În articol in mod detaliat sunt analizate principiile juridice fundamentale de reglementare a relaţiilor între state. Reieşind din faptul, că normele de drept internaţional constituie fundamentul menţinerii stabilităţii , autorul examnează conţinutul lor prin prizma priorităţii de menţinere a păcii şi civilizaţiei umane ca atare. În articol sunt propuse unele măsuri îndreptate spre optimizarea situaţiei ce se crează în acest domeniu ( creşterea eforturilor de conlucrare în domeniul perfecţionării profesonale ale reprezentanţilor puterilor legislative si executive, lărgirea colaborării între organizaţiile nonguvernamentale şi centrele de cercetare ş.a.) În mod special, este subliniată importanţa măsurilor de fortifi care a măsurolor de încredere şi stabilirea unui control efectiv asupra activităţii subiecţilor dreptului internaţional în domeniul militar.

This work presents the research of the changes that have been taking place in the world politics throughout the last decades and the influence of these changes on the political legal regime of modern international relations. The issues at stake are, first of all, the issues of war and peace, sovereignty and involvement in the domestic affairs of the states, the problems of global security in general. There was formulated the personal vision of the consequences of the increased globalization influence on the world politics as a result of increased priority of economic and technological sphere that led to revision of the main approaches to the study of a set of rules aimed at regulating international life under modern conditions. The normative legal basis, accumulated by international community in this field, is studied. It is mentioned that the cornerstone of the international public law is the system of norms aimed to exclude coercive forms in settling the disputes in relations between the states. The article analyses in details the main legal principles of interstate relations regulation. Taking into account the fact that the international legal basis is the foundation for maintaining stability, the author views its content through the prism of importance and necessity to preserve peace and human civilization. Certain measures are proposed in the article to optimize the current situation in this field (more concerted efforts to improve the education level of the representatives of legislative and executive power, enhanced cooperation between nongovernmental organizations and research centers, etc.) Special emphasis is given to the importance of strengthening trust measures and establishment of efficient international control over the activity of international law subjects in the military field.
