The study deals with the issue of collaboration between the local public administration institution and special regional and central bodies in order to preserve and protect the historical monuments. The author studies the collaboration between the White Fortress Town hall and the regional and central institutions: the Commission of Bessarabia’s Historical Monuments, the Commission of Bucharest’s Historical Monuments, the Ministry of War, the National Military Museum in Bucharest, etc, in order to preserve and protect for posterity the most important historical monument located in the district, and namely - the splendid Fortress of Stephen the Great on the Dniester. The series of successes but also some misunderstandings that have characterized these relations during 1918-1940 are evidences of a natural process with all its complexity.
