Serviciile sociale au un rol primordial în cadrul societăţii europene. În studiul efectuat, au fost identificate cele mai importante caracteristici şi standarde ale serviciilor sociale instituite prin intermediul legislaţiei Uniunii Europene, pe care statele se angajează să le transpună în cadrul politicilor sociale naţionale în vederea dezvoltării şi perfecţionării sistemelor de servicii sociale naţionale. Studiul efectuat ne-a permis să constatăm că acestea reprezintă un instrument important de realizare a obiectivelor de bază ale Uniunii Europene precum: coeziunea socială, economică și teritorială, ocuparea forței de muncă și incluziunea socială. Mai mult ca atât, serviciile sociale au un rol primordial în cadrul societăţii europene, promovând şi asigurând creşterea capacităţii persoanelor vulnerabile de a participa activ la viața societății şi garantează respectarea drepturilor fundamentale ale cetăţenilor europeni proclamate de legislaţia comunitară.

Social services play an essential role within the European society. In the realized study, there have been identified the most important characteristics and standards of the social services established through the European Union legislation, which states undertake to transpose within the national social policies in order to develop and improve the national social service systems. The study has allowed us to make them an important tool for achieving the basic objectives of the European Union such as: social, economic and territorial cohesion, employment and social inclusion. Moreover, social services have a primary role in European Society, promoting and ensuring the increase of the capacity of vulnerable people to participate actively in the life of society and guaranteeing respect for the fundamental rights of European citizens proclaimed by community law.

Les services sociaux jouent un rôle primordial dans la Société Européenne. Au cours de l'étude, les caractéristiques et normes les plus importantes des Services sociaux établies par la législation de l'Union Européenne ont été identifiées, que les États s'engagent à transposer dans le cadre des politiques sociales nationales afin de développer et d'améliorer les systèmes nationaux de services sociaux. L'étude a permis de constater qu'ils représentent un instrument important pour atteindre les objectifs fondamentaux de l'Union Européenne tels que: la cohésion sociale, économique et territoriale, l'emploi et l'inclusion sociale. En outre, les services sociaux jouent un rôle primordial dans la Société Européenne, en promouvant et en assurant une augmentation de la capacité des personnes vulnérables à participer activement à la vie de la société et en garantissant le respect des droits fondamentaux des citoyens européens proclamés par la législation communautaire.

Социальные услуги играют важную роль в европейском обществе. В рамках проведенного исследования были выявлены наиболее важные особенности и стандарты социальных услуг, учрежденные в соответствии с законодательством Европейского Союза, которые государства члены ЕС обязуются внедрять в национальную социальную политику, в целях развития и совершенствования национальных систем социальных услуг. Проведенное исследование позволило нам констатировать, что социальные услуги в ЕС являются важным инструментом для достижения основных целей Европейского Союза, таких как социальная, экономическая и территориальная сплоченность, занятость и социальная интеграция. Более того, социальные услуги играют первостепенную роль в европейском обществе, продвигая и обеспечивая повышенную способность уязвимых лиц активно участвовать в жизни общества и гарантируя соблюдение основных прав европейских граждан, провозглашенных законодательством сообщества.
