Rezumat

The instability caused by the decay of the Russian Army and the Bolshevik agitation, the call of the Council of General Directors of the Republic and of some Moldovan national organizations, determined the Romanian government to send troops to Bessarabia to provide the security of the railways, Romanian military depots on this territory and peaceful population.This decision was also taken at the insistence and with the approval of the representatives of the Allied Powers from Iasi and the Russian General Shcherbacev, both interested in ensuring the order in the land and in preserving the supply possibilities to maintain the fighting capacity of the Romanian and Russian troops. In the author’s opinion, the Romanian Army did not start an aggression and did not intimidate the local population, but, by sending off the Bolshevik gangs that threatened the future of the province across the Nistru River and opposing the attempts to re-annex Bessarabia by Soviet Russia, restored the order, peace and population’s security.The presence of the Romanian Army in Bessarabia and the re-establishment of the order in urban and rural areas ensured the freedom of expression and activity of the political structures and professional organizations in this territory.
