Обосновано целесообразность исследования материально-технической базы предприятий легкой промышленности как составной национального имушества в свете перспектив развития деятельности экспертных служб, которые очерчены European Network of Forensic Science Institutes и доказано, что разработка научно обоснованных показателей оценки износа оборудования этой отрасли – актуальное направление развития исследований и научно-исследовательских экспертно-криминалистических центров МВД Украины, и предприятий легкой промышленности. Устновлено основные недостатки наличных методик оценки износа оборудования легкой промышленности и доказано их несоответсвие современным требованиям судебной экспертизы. Обобщенные критерии износа оборудования легкой промышленности разработаны за концепцией, в основу которой полено: современные данные о технологическом парке легкой промышленности; принципы теории оценки А. Maslow, J. Alico; юридические основания оценки имущества; стандарты, относящиеся к этой проблеме. Показано, что оптимальной формой подачи разработанных критериев является лаконичная универсальная таблица. Розработано критерии оценки износа, а для формирования иформационной части (содержания) критериев оценки износа формування и товарного состояния использовано только стандартизированные понятия. Обобщеные критерии и соответсвующие градации качества для оценки износа оборудования легкой промышленности при проведении их судебной экспертизы разработано на трех уровнях: «имущество новое» (качество отличное), «имущество, пригодное к использованию» (качество хорошее), «имущество, не пригодное к использованию» (качество плохое), и соответсвующие им коэффициенты износа в пределах: 0-10%; более 10% - до 90%; более 90% - до 100%.

The expediency of researching the material and technical base of light industry enterprises as an integral part of national property in the light of the prospects for the development of forensic services, outlined by the European Network of Forensic Science Institutes, is substantiated, also it is proved that the development of scientifically substantiated large indicators of wear assessment of the equipment of this industry is an actual direction of research and scientific research forensic centers of the Ministry of Internal Affairs of Ukraine, and thelight industry enterprises. The main shortcomings of the existing methods of light industry wear assessment and their inconsistency with the contemporary needs of forensic expertise has been proven. Generalized criteria for the wear of light industry equipment are developed according to the concept, which is based on: current data on light industry technology park; principles of evaluation theory by A. Maslow and J. Alico; legal bases of property valuation; standards relevant to the problem. It is proved that the optimal form of submission of the developed criteria is a concise universal table. Wear assessment criteria have been developed, and only standardized concepts have been used to form the informative part (content) of wear and product evaluation criteria. Generalized criteria and appropriate quality gradations for assessing the wear and tear of light industry equipment during their forensic examination have been developed at three levels: “property is new” (quality is excellent), “property is usable” (quality is good), “property is not usable” (quality is poor) and their respective wear rates are within the range of 0-10%; more than 10% - up to 90%; more than 90% - up to 100%.
