Background. Cerebral Palsy (CP) is one of the most severe diseases in early childhood that leads to a life-long disability. The experience of developed countries has shown that the implementation of an adequate surveillance system leads to improved indicators in public health. Objective of the study. Analysis of national and international standards/practices in CP surveillance; Evaluation of the specialists opinions in CP; Assessing the attitudes, perceptions and experiences of families towards the children with CP surveillance. Material and Methods. Qualitative and quantitative descriptive study. Qualitatively - 3 focus groups: 12 neurologists from IMSP level III, 10 rehabilitation specialists and 9 family doctors and quantitative - questionnaires applied to 321 families with CP children. Study period: November 2018 - July 2019. Statistical data processing - IBM, SPSS, ver. 23 Results. CP diagnosis is frequently established according to a non-compliant algorithm without further reconfirmation. The classification used does not reflect the clinic features and other classifications are not known (27/31 specialists). The National Clinical Protocol needs updating. Methods for assessing associated impairments and complications of CP are not known. Existing statistics are deficient. About 2/3 of the participants do not know how to communicate the severe diagnosis. Families (> 60%) lack truthful information about CP, the degree of disability is incorrectly attributed, they perceive discriminatory attitudes in geographical, financial and social integration. Conclusion. Our research has shown that at both the institutional and national levels there are gaps in all stages of CP surveillance, and specialists and families face many difficulties in the proper conduct of children with CP that leads to the violation of children's rights. |
