The public administration system is "a system of social organization based on
relationships that exist between people who carry a specific activity called pub
lic administration ". The administration is both part of the social environment
and social environment itself. Its ultimate goal is to serve the society that created
it and to meet the human legitimate rights and interests. Administration is a body
in a set of social structures having a primary place in the global society, which is
inserted from other organizations or human groups structured hierarchically,
lie social environment and its evolution influence the activity and the structure
of Administration, but at the same time, the Administration influences the social
environment.
Administration and its institutions is presented as a structured set of ojficials
and social bodies through the mutual relations with other organizations within
the global society in order to perform the tasks pursued jointly or separately.
Thus, there is a close link between the administrative phenomenon and the global society, as Administration is determined by the social organization whose
demands it meets, as well as the collective behavior, and, therefore, we can real
ize the sociologic explanation of the administration phenomenon. As part of the
social system, public administration has two indispensable essential components
and namely: the structural-organic and the functional elements.
The compatibility of the Public Administration system with the overall social
one presupposes the mutual admittance of the needs they both have in common.
Tliis knowledge is achieved by the spread of the information flow in both direclions within the mentioned systems, as well as, through multiple forms of social
participation of the public administration system.
