Rezumat

ТЫ modern management's approaches and tendencies are based on a key principle related to design and implementation of a new employee motivation and retention system in order to achieve the objectives at the highest level pos­sible. The motivation and stimulation of the civil servants is regulated by the Law on public junction and statute of civil servant no. 158-XVI dated 4 July 200H. In this context, based on Art. 40, the civil servant is motivated based on appreciated per­ formance and spirit of initiative, as well by receiving diplomas for specific results. If the civil sen-ant has demonstrated great performance at the workplace, merits for the society and state, he can be decorated with state distinctions. Motivation can be divided into two types: financial, that includes different forms of financial stimulation/incentives for the work done (basic salaiy, pen­sion, financial aid. awards etc.), and non-financial, that includes forms of remu­neration and stimulation that are not offered in terms of direct money/financial incentives to the employees (promotion, professional development, public recog­CT) nition of shown performance, respect etc.). In this article we have proposed to explore topics related to non-financial motivation.
