Rezumat

In this paper author pays attention to how did the Party staff policy change after the death of Stalin. The new policy mainly consisted in extending the Party echelons through inclusion of youngsters (from Komsomol) and professionals from different areas – artists, physicians, teachers etc. Party education program was redirected to Economic issues. Also, it was recommended to appoint in head offices or of managers of enterprises persons with specialized education beside the political knowledge. The bad heritage connected with the Stalin’s age consisted of personality’s cult, formalism, disruption between theory and practice, eye-cleaning, and others. There were several Party Congresses’ organized in Moldavian SSR between 1953 and 1964 – in 1954, 1956, 1958, 1959, 1960, 1961 and 1963. During 1959-1961 the power at the high hierarchy passed from Z. Serdyuk to I. Bodyul. The last one was only a district secretary (Volontiry reyon) in 1955. Despite this on April 14-15, 1959, at an unexpected plenum, he was appointed as second secretary of CC of CPM. He and those who supported him took the control of CC, but especially of bureau and CC sections. By the same time, some persons were removed – as it was the case of the secretaries D. Tkach and D. Gladkiy in 1959, and other even if initially promoted, soon were dismissed. It is the case of E. Postovoy advanced to CC secretary in September 1961 and removed in December 1962. An essential treasure of the staff policy in Moldavian SSR during that age was that it lacked the support for National staff, especially persons born in Bessarabia.
