The objective of Total Quality Management is to increase the efficiency and effi
cacy in order to satisfy the clients' interests.
The system of Total Quality Management can be introduced as a result of a supe
rior management decision. In Public Administration, this is a decision that belongs to
politicians. The arguments (reasons) that support the idea to implement the Total Qual
ity Management are based jn the sollowing: costs reducing, income increasing, produc
tivity growing, linage improving; competitiveness uncreasing, environment impraving;
proactive position (a better planning allows the a efforts' concentration in solving the
most important problems and reduces the time dedicated to „trutting ant the fire").
