Rezumat

Trust is an essential element in both personal and corporate relationships (Molina-Morales, 2009). In organizations, employees’ trust in their leader’s ability to steer the organization in the right direction motivates them to do the right things (Khodyakov, 2007; Krot and Lewicka, 2012). However, massive corporate scandals in Enron, WorlCom, and MCI in the 1990s forced legislators all over the world to refocus attention on corporate trust under the rubric of corporate governance in its various forms. This paper reviews corporate governance as articulated in OECD’s documents (OECD, 1999, 2004, 2015), SarbanesOxley Act of 2002, and the Cadbury Report (1992), and argues that, public organizations in Moldova must evaluate themselves on the five criteria of integrity, leadership, capability, accountability to stakeholders, and sustainability as it relates to creating value and integrity to show that they are beyond reproach. The paper further argues that these acts are necessary, but not sufficient conditions towards successful integration in the EU.
